RGNext employees execute and report on theater and strategic offensive and defensive ballistic missile testing and support space situational awareness operations and experiments, using a wide array of highly sophisticated radar, telemetry and optical sensors to meet the needs of our nation in defending the United States and its interests. This overseas, accompanied position is located on Kwajalein Atoll in the Marshall Islands. Benefits of this unique location include free housing and potential for overseas U.S. tax incentives (FEIE). What You Will Do: Provide program oversight functions and administer policies, procedures, and best management practices in accordance with the RGNext contract, Environmental Health & Safety (EHS) Program, Occupational Safety and Health Administration (OSHA), and the Department of Army Safety Program requirements, to include knowledge and application of applicable standards (e.g., OSHA NFPA 70E, ANSI, AR 385-10, etc.). Coordinate with and provide technical assistance to project departments (e.g., Engineering, Technical Facilities, Range Instrumentation, Range Safety, Mission Operations) with regard to compliance with project-specific EHS requirements and in safely planning and executing work activities. Participate in meetings with customers, project team members, and contractors/subcontractors to advise them of occupational health and safety requirements that may affect project design/schedule/cost. Advise project leadership and employees of EHS noncompliance; stop work in imminent danger situations and under conditions of adverse health and environmental impact; recommend acceptable work practices and ensure their implementation. Manage or assist with training program requirements to include internal and contracted training (e.g., develop/deliver/track). Deliver or assist in delivering EHS related training (e.g., new employee safety orientation, fall prevention/working at heights, confined space, respiratory protection, facility safety inspection, job hazard analysis, MEWP, basic crane & rigging, safety leadership training, etc). Provide training for the following: Tower climber rescue, Electrical safety/LOTO (NFPA 70E) and OSHA Construction or General Industry Assess organizational work activities/processes & develop Job Hazard Analysis (JHA), perform risk assessments, manage tracking and deliver associated reporting requirements. Develop project specific mitigation and reports actions to project leadership. Provide support for occupational medical programs. Perform programmatic occupational health and safety assessments/surveys (e.g., noise exposure, confined space, respiratory protection, etc.). Support for/knowledge of construction/heavy equipment operations (e.g., cranes/forklift/MEWP). Support for/knowldege of asbestos, lead and PCB operations. Participate and provide support for accident and incident investigations. Develop reports and tracks/updates EHS program databases. Manage/conduct facility safety inspections (annual/custodial) and corrective action tracking and provide assisance for Hazardous Materials, Waste and Petroleum Products (HMWPP). Provide support for subcontractor work scope review (EHS related). May provide support for environmental program operations. Other duties as assigned. Qualifications You Must Have: Bachelor's Degree in Occupational Health & Safety or related discipline, or experience in lieu of education. Eight (8) or more years of relevant occupational health and safety experience. Excellent communication and collaboration skills. Ability to solve complex problems by: actively seeking information and new ideas from a variety of sources; consistently looking for novel ways to solve problems; mastering unfamiliar information, tasks and situations quickly and effectively. Possess and/or obtain and maintain instructor qualification of the following: Hazard communications / exposure assessment training OSHA General Industry/Construction standards Electrical safety/LOTO (NFPA 70E) Working knowledge of occupational health and safety standards, rules and regulations and proficiency in applying them to programs & projects. Self-starter with decision-making capability and the ability to work independently. Possess professional principles of conduct and application of leadership/team building skills. Working knowledge of Microsoft Word, Excel and Power Point. Ability to lift/carry/push/pull up to 50 lbs. unassisted and handle awkward loads. Ability to travel by boat, helicopter, or plane to work at remote sites with limited facilities. Work activites on outer islands is required. Valid U.S. Driver's License required. The ability to obtain and maintain a U.S. government issued Secret security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance. Must be able to relocate to the United States Army Garrison - Kwajalein Atoll, Marshall Islands. Must be able to obtain and maintain a U.S. passport. The flexibility to work occasional non-duty hours or on weekends to support specific project or mission requirements. Qualifications We Desire : IH principles and root cause analysis. Profession certification (e.j., CIH, CSP, CHMM, OHST, etc). Knowledge of US Army AR 385-10 & OSHA Maritime safety standards.
