Job Title: Requirements Analyst II Location: On-site — 4200 Wilson Boulevard, Arlington, VA 22203 and 4601 N. Fairfax Drive, Arlington, VA 22203. Work Schedule: Monday through Friday; on-site. Security Requirements: Must successfully complete the required DHS/CISA background investigation and obtain and maintain a favorable suitability/fitness/public trust determination and required facility and system access. Work Authorization: U.S. citizenship required for DHS IT system access. Must be authorized to work in the United States. AttainX is seeking a Requirements Analyst II to support the Department of Homeland Security (DHS), Cybersecurity and Infrastructure Security Agency (CISA), Infrastructure and Risk Modeling Environment (IRME). This role gathers, defines, validates, and traces stakeholder requirements for modernization and sustainment. The analyst translates mission needs into clear capabilities and acceptance criteria for developers, engineers, and Government reviewers. Qualifications and Education Requirements: A bachelor's degree in information systems, computer science, business, engineering, or a related field is preferred; equivalent education, training, and relevant experience will be considered. 3-5 years of experience performing requirements, business, or systems analysis for IT projects. Experience facilitating stakeholder interviews, workshops, and requirements reviews. Ability to document functional and nonfunctional requirements, business rules, workflows, use cases, and acceptance criteria. Experience maintaining requirements repositories and end-to-end traceability. Working knowledge of agile delivery, backlog refinement, change impact analysis, and iterative validation. Familiarity with cloud applications, APIs, data flows, and system integration sufficient to document dependencies. Excellent analytical and communication skills; DHS governance and Federal accessibility experience are preferred. Must be a US Citizen able to obtain and maintain a DHS CISA IRME Public Trust clearance. Job Duties: Gather and validate user needs through stakeholder interviews, working sessions, document review, and collaboration with technical teams. Translate approved needs into requirements definitions and candidate capabilities, user stories, use cases, and measurable acceptance criteria. Maintain end-to-end traceability from business objectives and user needs through design, implementation, testing, and validation. Document current and future workflows, business rules, gaps, pain points, and modernization goals; resolve incomplete or conflicting requirements. Support system inventory and assessment by recording cloud infrastructure, software, data flows, interfaces, and dependencies with technical specialists. Document technical debt, vulnerabilities, and performance constraints identified by engineering teams and link them to affected requirements. Assess proposed changes for scope, schedule, risk, and acceptance impacts; maintain approved requirements baselines and change histories. Provide requirements inputs to options analysis, the modernization roadmap, milestone decisions, and success measures. Prepare requirements and governance documentation supporting enterprise architecture and the Systems Engineering Life Cycle; capture security, privacy, data protection, and accessibility needs. Support backlog refinement, test planning, stakeholder reviews, and acceptance validation; maintain decisions, meeting minutes, and unresolved issue logs. Maintain knowledge repositories documenting requirements gathering, stakeholder engagement, processes, and system changes for continuity and transition.
