Job Summary: We are seeking a detail-oriented and experienced professional to join our team as a Purchase Specialist for our Multi-Lane Free Flow (MLFF) electronic tolling business. In this role, you will be responsible for sourcing, evaluating and purchasing MLFF hardware, software, installation services and operation & maintenance (O&M) services – including ANPR cameras, RFID/FASTag readers, vehicle classification sensors, gantry structures, roadside and data-centre IT infrastructure, and connectivity – for highway tolling projects with NHAI/IHMCL and other authorities. You will work closely with suppliers, subcontractors and internal project, engineering, quality and finance teams to ensure the timely procurement and delivery of compliant, high-quality equipment and services within project budgets and schedules. You will also be responsible for building a reliable supplier and subcontractor network for MLFF deployment and O&M across multiple sites. The ideal candidate will have a strong background in project procurement for electronic toll collection (ETC), Intelligent Transport Systems (ITS) or infrastructure projects, excellent negotiation and contracting skills, and a good understanding of MLFF technologies and tender (RFP) requirements. Primary Responsibilities Source, evaluate and select suppliers for MLFF systems and components – ANPR/ALPR cameras, RFID/FASTag readers and antennas, vehicle classification sensors (LiDAR/laser, radar), illumination, gantry structures, roadside controllers, servers, networking and power equipment – based on quality, cost, technical compliance, reliability and timeliness of delivery. Translate RFP/tender and customer (NHAI/IHMCL/acquirer bank) technical specifications into purchase specifications, and ensure supplier offers are technically and commercially compliant. Run RFQ/RFP processes, prepare techno-commercial comparisons and recommend suppliers in line with Bosch purchasing guidelines. Negotiate prices, payment terms, warranties, SLAs, liquidated damages and back-to-back terms aligned with the customer contract. Procure and contract services for civil and gantry erection, installation & commissioning, O&M manpower agencies, security and housekeeping, ILL/connectivity providers and logistics. Audit suppliers and subcontractors (manufacturing, quality, safety and statutory compliance) and release them as per Bosch standards. Manage the procurement process from purchase requisition to delivery, GRN and invoice clearance in SAP, ensuring adherence to project budgets and timelines. Plan material requirements against project roll-out schedules across multiple toll plazas; track long-lead items and expedite deliveries. Set up spares and AMC contracts for MLFF equipment to support system uptime SLAs during the O&M period. Monitor supplier performance on quality, delivery and SLAs, and resolve any issues or disputes regarding quality, delivery or pricing discrepancies. Monitor market and technology trends in MLFF/ETC, ANPR and RFID, and regulatory changes (NHAI/IHMCL/MoRTH), and advise management on potential impacts on cost and sourcing. Develop and implement strategies to reduce costs, localise sourcing and improve procurement efficiency. Maintain accurate records of purchases, contracts, pricing and supplier documentation for audit purposes. Bachelor’s degree in Electronics & Communication, Electrical or Mechanical Engineering. Preferably MBA in Supply Chain Management / Operations. Minimum of 5 years of proven experience in purchase / project procurement, preferably in electronic toll collection (FASTag/ETC/MLFF), ITS, telecom or infrastructure projects. Good understanding of MLFF/ETC technologies, including ANPR, RFID/FASTag, vehicle classification systems, gantry systems, and roadside IT and network infrastructure. Experience in procuring both products and services (installation, civil works, O&M manpower, AMC). Familiarity with NHAI/IHMCL tender requirements and contract terms such as SLAs, liquidated damages and back-to-back contracting. Strong negotiation skills and the ability to build and maintain effective relationships with vendors, subcontractors and service providers. Deep knowledge of the taxation system (GST) and import-export processes. Expertise in SAP MM and relevant e-procurement tools. Exceptional organizational and time management skills, with the ability to prioritize tasks and meet deadlines. Effective communication skills, both written and verbal, with the ability to present information and influence stakeholders at all levels of the organization. Influence teams and individuals positively; lead by example and establish confident relationships with suppliers and stakeholders.
