The Bureau of Public Health Clinics (BPHC) is under the division of Disease Control, comprising off our TB clinics, eight Sexual health clinics and one immunization clinic. The mission of the BPHC is to promote a healthy community by providing New Yorkers with the resources needed to make informed and empowered health decisions; identify and treat tuberculosis and provide immunization and sexual health services regardless of ability to pay or immigration status. BPHC seeks to hire a Clinic Manager. This position will work under the Deputy Clinics Operations Manager. DUTIES WILL INCLUDE BUT NOT BE LIMITED TO: Responsible for the overall administrative operation of the center, including but not limited to:- Continuity of chest center services, general oversight for all staff, Bi data collection:- Inventory control; - Requisitioning and resource; management; - MIS/IT needs; - Payroll and personnel matters. a) Ensures that chest center administrative support services are provided and serves as primary liaison with other managers and DOHMH offices. b) Ensures that inventory systems are in place and functioning so that supplies are neither overstocked or not in shortage. c) Ensures that workspaces (especially patient care rooms), are operational and kept neat, clean, clutter free, and well supplied. d)Identifies activities that generate resource waste and takes action to ensure that cost savings are realized. e) Communicates logistical constraints to supervisors and follows up to ensure that they are resolved. Communicates with Facilities and Operations management when indicated. f) Assists with the development and/or implementation of protocols and procedures to enhance the performance of patient care activities and general operations to ensure that bureau goals and objectives are met. g) Schedules staff work assignments to ensure adequate coverage for all clinic sessions. h) Oversees chest center information systems; analyzes and acts on data related to productivity and efficiency; prepares and presents or submits narrative, statistical, and other reports to the Director of TB Clinic Operations. i)Acts as liaison with various bureau and DOHMH offices to ensure continuity of patientcare. j) Responsible for Article 6 compliance and clinic operational alignment of medical billing revenue cycle. - Implement and reinforce medical billing standard operating procedures for patient registration, insurance verification, and insurance enrollment referrals. - Implement action plans to realign staff performance with medical billing compliance standards. HEALTH SERVICES MANAGER NON MA - 1006C 1. A baccalaureate degree from an accredited college and five years of full-time professional satisfactory experience acquired within the last fifteen years, in a health services setting such as a laboratory, hospital, or other patient care facility, or in a public health, environmental health, or mental hygiene program, at least 18 months of which must have been in a managerial capacity, consisting of managerial experience clearly demonstrating the ability to perform difficult and responsible managerial work, requiring independent decision-making concerning program management, planning, allocation of resources, and the scheduling and assignment of work. 2. Education and/or experience equivalent to "1" above. Education may be substituted for experience on the basis that each 30 graduate semester credits from an accredited college in hospital administration, public health, public administration, business administration, management or administration can be substituted for one year of non-managerial experience up to a maximum of 60 semester credits for two years. However, all candidates must have a minimum of a baccalaureate degree and 18 months of managerial experience as described in "1" above.
