About the Agency: The Department of Housing Preservation and Development (HPD) oversees housing standards across all 3.7 million homes in New York City. As the nation’s largest municipal housing agency, HPD is responsible for building and preserving affordable housing, protecting tenants from harassment and displacement, and holding landlords accountable across the five boroughs. Under Commissioner Dina Levy and the Mamdani Administration, HPD is pursuing an ambitious housing agenda focused on the needs of New York’s tenants. With a broad set of tools including standards enforcement, tenant resources, and the creation of new affordable housing, HPD is committed to making New York City a more affordable place for renters and homeowners alike. Your Team: The Office of Enforcement and Neighborhood Services (OENS) leads the agency’s effort to work closely with other HPD divisions and outside community partners to identify buildings in distress, assess and develop appropriate strategies to address those properties and work closely with responsible owners to develop a plan to improve conditions and return buildings to firm financial footing and physical health. OENS uses enforcement tools within its Division of Code Enforcement, Housing Litigation Division, Emergency Operations and Enhanced Enforcement, and the Division of Neighborhood Preservation to ensure compliance with legal and regulatory obligations. The Office of Enforcement of Neighborhood Services is composed of seven divisions: Data Management & Technology (DMT), Division of Neighborhood Preservation (DNP), Administration & Internal Compliance (AIC), Housing Litigation Division (HLD), Division of Code Enforcement (DCE), Emergency Operations and Enhanced Enforcement Division (EOD) and Division of Emergency Housing Services (EHS). Your Impact: The Housing Litigation Division (HLD) initiates litigation against building owners in Housing Court to ensure compliance with housing standards contained in the New York City Housing Maintenance Code and New York State Multiple Dwelling Law. HLD seeks orders to correct violations, civil penalties, access warrants, 7A Administrators and appears in tenant-initiated proceedings. HLD also administers the Certificate of No Harassment Program (CONH), including processing applications, conducting investigations and issuing determinations. Your Role: Under general supervision, the selected candidate will perform as an Administrative Support/Community Coordinator for the Housing Litigation Division (HLD) Bronx Unit. Your responsibilities will include, but not limited to, the following: Your Responsibilities: - Transport case files to and from Bronx Housing Court; - Go to court at least three days out of five days per week to assist with tenant actions and other litigation; - File documents in Housing Court and with the County Clerk; - Provide assistance to attorneys in court with tenant actions and other litigation; - File documents to NYSCEF and other electronic court databases; - Assist attorneys with conferences and settlement of cases; - Assist in preparing stipulation of settlement and orders/judgments, and affidavit of service; - Liaison with external partners, community groups, owners, tenants around litigation; - Perform intake of/screen referrals received; - Communicate with tenants in buildings regarding litigation via calls and email; - Provide information to tenants about available City resources; - Review reports that monitor owner compliance with violations; - Help coordinate reinspection's and access to tenants’ apartments; - Create tenant action files and print out documents for court; - Maintain the unit’s files and court calendars; - Organize IV-1Cs for heat and hot water cases and find the NOVs for trials; - Transfer files to other units within the division; - Make copies, scanning documents to help with trial preparation; - Updating information to the Legal Management System in an accurate and timely manner after court; and - Work closely with Accounting Unit to track and monitor monies received from owners. Preferred Skills: - Excellent communication skills (both written and oral) - Proficient in MS Word, Excel, and Outlook. Proficiency in HPDInfo a plus. - Knowledge of building owners’ and tenants’ rights and responsibilities a plus - Bilingual a Plus COMMUNITY COORDINATOR - 56058 1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or 2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or 3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
